These integrated circuits often die because of wrong voltages being sent to these chips. On the motherboard there are power manager chips that send voltages around the motherboard ie 1.8 volts to the processor 5 volts to the cdrom and so on. If the wrong voltages are sent around the board some capacitors can only take a certain voltage and integrated circuits may just short out.
